Just use ctrtool. Open the command line where the cwav and ctrtool is and write the following command:
    ctrtool <cwav file> --wav=<output name for the file>.wav

    Easy peasy lemon squeezy :P

I'd like to add, that if you want to use it in-game, make sure your WAV Files have a Loop.
You can do it easily with Wavosaur, which is free.

Well I don't see any cwav inside your folder so I can't really help.
Could you send me via PM a screenshot of the build date of your ctrtool? Maybe you're using an old version :P
Also attach an hex view of the file that you'd like to convert (most of the time the file extension inside games isn't the real one)

I have always converted wav to cwav using the nintendo's sdk tools that were leaked time ago.
I don't know if there is already a "free copyrighted" method.

oh. the command I posted converts a cwav to a wav file, so just use the nintendo thingy and you're good to go (really can't help now since I don't have the sdk stuff)

I think you can simply drag&drop the wav on the ctr wave .exe

With the latest version, now can now edit your track in Audacity and export it as .cwav directly from Audacity
